Suing Past leaders in Bangladesh

The news about suing past leaders of the country is making head turns in Bangladesh. A politician named Salaudding Qader Chowdhury of BNP, is planning to sue or bring sedition charges against the three caretaker governments and EC officials. The controversial Mr. Chowdhury is accused of lying to the EC about his educational background during the Election of 2008 and tried to Gag the media for publishing stories about him on Daily Star Newspaper on June 11, 2003. He is also the top loan dafaulter of  Bangladesh in the recently published list from the finance ministry.

When I first hear the news I was thinking are you serious? How could a person with his repute can sue those three respected persons who has widespread support in Bangladesh and was instrumental in bringing the democracy to life in Bangladesh. How is that possible? Then I thought, the only reason this person is doing this is to grab news heading and with the idea that anything is possible in Bangladesh, where the bad person’s has more saying than the good and honest people. Its the way of life in 3rd world countries like Bangladesh, India and Pakistan. So no biggie, things will go on and subside in due time and corrupt persons will go unpunished.

But I have one say to the new government, enact a law that prohibits persons with dubious intentions can not sue the past governments whom ever it may be. There are situations when past leaders has to do things in their way for the sake of national security and running the nation, which might not make sense to ordinary people at that time but good for the long run as we are seeing in the case of the past caretaker government. Even in America the incumbent government never goes witch hunting against their past leaders for any reason. The might have different opinions on different things the goal is the same, to strenthen the country from its enemies and help democracy flourish.

Lameduck Parliament of Bangladesh

According to the functions and procedures of the Parliament of Bangladesh – Jatiyo Shangshad, the parliaments functions are the followings:
1. Enactment of Legislation
2. Consent to taxation and control of public expenditure
3. Ensuring accountability of the Government

Ever since the Parliament of Dhaka, started its journey in Jan, 2009, the only viable legislation’s it passed are the selection of President and passing of the budgets of 2009-10. Rest of the legislation’s are that of the previous caretaker government and their plans. Nothing new so far came out of the parliament as of now. To fill the void the High Court is giving instructions to safeguard the rivers around Dhaka and the country. Anyone with a slim hope for the Parliament would have wished that the Parliament and its committees will come up with viable legislations that would help the rivers and safeguard the future generation from dire consequences arising out of the encroachment of Dhaka rivers. Other example could be the destruction of forests, traffic jam and the prevalent energy crisis of Bangladesh and many others.

But to our dismay the parliament failed to bring any reasonable legislation to mitigate our suffering or acknowledge the plight of the people. They lack the merit or desire to be more proactive. Lately they started to come up with some recommendations but they failed to come up any new bills or legislation that will help the people they are destined to protect. It is our sincere hope that the House will soon come up with some good recommendations and speed up its process to side with the people. The parliament will only be vibrant when they start implementing peoples desire and start working for the very people who send them to the Parliament. Lets have our finger crossed till then.

Floor Crossing and Article 70 of Constitution

Finally some organization with repute recommended the changing of Article 70 of  Bangladesh constitution. The Transparency International Bangladesh while organizing a discussion titled ” Parliament Watch 2009″ at Dhaka expressed the said feelings. Even the ruling Awami League lawmakers Mohiuddin Khan Alamgir and Saber Hossain Chowdhury supported the view. Al and BNP in order to rein in their own party MPs constructed this rule so that no one can express any view without their party authorization. It also binds the hand of the MP’s in only supporting thier own Prime minister and not being capable of challenging him or her.

Its a disgrace that the BNP and AL is treating their own parliamentarians in this way. Both these parties does not want real democracy except controlling the government and its apparatus let alone giving freedom to their own party MPs.  If the current administration is sure enough to give positive change to Bangladesh then they should go and change this Article 70 of the constitution and bring real change to the culture of parliamentarians. The people will support them and will be loved for a change that is of absolute necessary for this country and its people.
